How is the election of the President’s post done in Congress and BJP?
Who will be the next president of Congress? The answer to this question will be found in October, but before that the ruckus has started regarding the process of election of the president.
Till now, only BJP people used to raise questions on the election of Congress President.
But this time questions are being raised on the whole process from within the Congress.
First of all, in the meeting of the Congress Working Committee held on Sunday, Anand Sharma raised the question about this.
On Wednesday, another senior leader Manish Tewari echoed the tone of Anand Sharma.
Questioning the claim of the Congress President to conduct the proposed election in a fair and free manner, he expressed his opinion on Twitter.
Tagging Madhusudan Mistry on Twitter, Manish Tewari has asked that when the party’s voter list is not publicly available, how can this election be fair and free?
At present, Madhusudan Mistry is the head of the process of conducting elections in the Congress party.
Tiwari has said that for fair and free elections, it is necessary that the names and addresses of voters are published on the Congress website in a transparent manner.
However, Madhusudan Mistry has claimed in an interview to the Indian Express that any member who wants the list of voters can take it from the State Congress Committee. Whoever files nomination for the post of president, that list will also be made available to him.
The BBC also contacted Madhusudan Mistry to understand the procedure for the election of the President of the Congress, but did not get his response.
In such a situation, it is important to know that how is the election of the post of President in Congress finally done?
The answer is hidden in the constitution of the Congress party.
Congress organization
The organization of the Congress Party is made up of different committees.
All India Congress Committee (AICC)
Congress Working Committee (CWC)
Pradesh Congress Committee (PCC)
District and Block Congress Committee
The All India Congress Committee has about 1500 members, who elect 24 members of the Congress Working Committee (CWC).
There are total 30 Pradesh Congress Committees across India, there are committees in 5 Union Territories which have more than 9000 members.
Responsibility for the election of the President
According to the constitution present on the official website of the Congress party, the members of the Central Election Authority are first appointed for the election of the President.
The Congress Working Committee constitutes this authority, which consists of three to five members. One of these members is made its chairman.
At present, Congress leader Madhusudan Mistry is its chairman.
The members of the Election Authority cannot hold any office in the organization till the elections are held. The term of this authority is for three years.
This election authority constitutes the election authority in different states, which further form the election authority in the district and block.
Important dates for the election of the President in the year 2022
After years, the dates for the election of the President have been announced in the Congress.
The notification for the election will be issued on September 22.
Nominations can be filed from September 24 to September 30. From 11 am to 3 pm.
After the scrutiny of all the nomination papers, the first list of candidates will be released on October 1.
The date for withdrawal of nomination is October 8 till 3 pm.
Voting for the election is to be held on October 17.
Counting of votes will take place on October 19.
How is the election
The election for the post of Congress President can be contested by any party member, who has the support of 10 members of the State Congress Committee, who are called proposers.
According to the Congress constitution, a returning officer is first appointed for the election of the president. The Chairman of the Central Election Authority is appointed as the Returning Officer.
10 members of a State Congress Committee can together propose the name of a Congress leader for the post of President.
All such names are placed before the Returning Officer on the due date.
Any one of them can withdraw his name within seven days.
If after withdrawal of nomination there is only one candidate for the post of President, then he is deemed to be the President.
So this time if only one name remains in the race for the post of Congress President, then on 8th October also the name of the new President of Congress can be announced.

But if there are more than two people, then the returning officer sends those names to the Pradesh Congress Committee.
On the day of voting, all the members of the Pradesh Congress Committee (PCC) take part in it. In the State Headquarters of the Pradesh Congress Committee, elections are held through voting papers and ballot boxes.
If there are two candidates in the race for the post of President – then the voters have to write the name of any one and put it in the ballot box.
If there are more than two candidates in the race for the presidency – then the voter has to write at least his first two preferences (preferences) by numbers 1 and 2.
Votes of those who write less than two preferences are declared invalid. However, voters can give more than two preferences.
The ballot box deposited in PCC is then sent to AICC office.

After the arrival of the ballot box in AICC, the counting of votes is started in the presence of the Returning Officer.
First the votes of the first preference are counted.
The candidate who gets more than 50 percent of the votes is declared the president.
If someone does not get 50 percent of the votes in the first preference – then the name of the candidate who gets the least number of votes in the first preference is removed from the list.
In this way, the election of the President is done through ‘elimination’.
In the end, the candidate with the most votes is declared the president.
When are the Presidential elections held recently in Congress?
By the way, in the history of Congress, the election of the President has come on very few occasions.
Rashid Kidwai, a senior journalist who has been keeping a close eye on Congress politics for decades, says, “The list of PCC delegates has not been made public yet. Lists with different state Congress committees will not provide the list to a particular leader. Suppose a leader If he files his nomination to contest the election for the post of President, then he will have to go to the State Congress Committee and take the list.
Rashid gives an example here.
He says, “In the year 2000, when Jitendra Prasad contested the presidential election against Sonia Gandhi, he was found closed during the campaign in Bhopal’s Congress office. Black flags were shown to him at many places. The PCC delegate was called by phone. That who they have to vote for. Similarly, when Sharad Pawar and Rajesh Pilot contested against Sitaram Kesari in 1997, they were a little influential. They were able to campaign in many places. Still, Sitaram Kesari with almost 70 percent votes. won the election.”
Congress leader Jairam Ramesh had said on August 28 that the Congress is the only party in India where elections for the post of president have been held, is happening and will continue to happen in a transparent manner.
How is the president selected in BJP?
According to the constitution of BJP, the national president of the party can be a person who has been a member for at least 15 years.
In BJP, the ‘election’ of the national president is done by the electoral college, which includes the members of the national council and the members of the state councils.
It is also written in the BJP constitution that any twenty members of the electoral college can jointly propose the name of the person contesting the election for the post of national president.
This joint proposal must come from at least five such states where elections to the National Council have been completed. Simultaneously, the approval of the candidate should be necessary on the nomination paper.
However, many journalists who closely cover the election of the President’s post in the BJP believe that the election for the post of President in the BJP is done by consensus. RSS has an important role in this. BJP leaders decide a name on which RSS has to put the stamp at the end.
