If you have at least 500 followers, then you can apply for monetization, but with this you should have at least 15 million impressions on Twitter in the last 3 months.

Impressions are the total visual exposure of your Tweets. If you meet these criteria, you can join the Twitter Content Monetization Program. After this, you can earn up to $50 (usually Rs.4000) per month.
